
Rivers State Administrator, Vice Admiral Ibok-Ete Ibas (retd.), says his administration is laying a solid foundation for lasting good governance. He is focusing on building strong institutions, reforming public service, and boosting capacity development.
Ibas, appointed in March by President Bola Tinubu after the suspension of Governor Siminalayi Fubara, spoke on Monday in Port Harcourt. He was declaring open a four-day Transformational Leadership Training Workshop.
Training Targets Leadership Gaps and Civil Service Reforms
The workshop, themed “Transformational Leadership for Sustainable Development,” is a joint initiative of the Rivers State Government and the National Institute for Policy and Strategic Studies (NIPSS). It brings together Permanent Secretaries, Local Government Administrators, and Directors across ministries.
In his remarks, Ibas said the training would help reposition the public sector. According to him, today’s governance demands skilled, efficient, and responsive leaders.
“This government is building strong institutions and promoting a results-driven public service,” he said. “We aim to create a culture of governance that benefits both the present and future generations.”
Ibas added that the programme seeks more than administrative improvements. It aims to trigger a mindset shift within the state’s civil service.
“This training equips you to lead through complex challenges, support reforms, and empower local governments,” he said. “Embrace this opportunity with open minds and a commitment to act on what you learn.”
NIPSS Backs Rivers Government’s Vision
He also stressed the importance of regular training. Without it, he warned, the civil service risks falling into cycles of inefficiency and stagnation.
Director-General of NIPSS, Professor Ayo Omotayo, praised the initiative. He said the workshop’s theme fits the state’s development goals.
“This course closes leadership gaps and encourages teamwork in governance,” Omotayo said. “We applaud the Rivers State Government’s focus on growth, infrastructure, and social progress, all driven by effective leadership.”
